      • They are interchangeable when the speaker suggests doing something together.

  • For meaning 1, since it is a suggesting sentence, it cannot express tense.
      • 갔을까요? X
       
      For meaning 2, you can use the past tense expression. The future nuance(guessing) is already included, so you don't add future tense.
